Tomei oil pan baffle RB26

I am in the process of installing my tomei oil pan baffle, I am semi confused on a few things. 1) I got 3 bolts and a large washer, I know where the bolts go but what is the washer for? 2) Install instructions show that I have to drill something and remove the shaft in the pan to do so? What needs to be done and why? Install instructions are in Japanese, so i am just going buy the pictures. Please help.
