Tomei Hicas Lock-Kit Installation

Any body out there know how to install the Tomei Hicas Lock-Kit for a 91 240sx w/ the hicas? As everyone knows all the instructions are in Japanese so I don't know what to do. I've searched every where and the only thing I have found out is how to wire the black box. Now I need to find out how to install the two locking washers. I know there is a website that supposedly guides you through the install, but that website is down and doesn't work. If anyone out there has done this before, any help would be appreciated.
