Remove rear panel, cut out the hump, make new rear panel.

THat's my plan, altho I haven't seen anyone else do it yet.

Isn't that about the area where most people bolt their seatbelts?

I think there is more to that hump than just the rear panel then. I think I recall there being some steel under that hump and that cutting the steel hump off would either cut part of the hole that the seatbelt attaches to, or make that section very weak if some metal was not welded back in. I would hate to see one of our members cut the structural peice their seatbelt is attached to and run into problems.

That's why I'll probably do it first and test it out for you guys.

Realistically, it makes more sense to install a harness bar across the rear before doing all that, which I plan on.

I had been thinking of doing the same thing to the vert I just picked up and noticed the metal under the panel; thats the only reason I brought it up.

yea, i completely planned on patching it up w/ some sheet metal or something, I was gonna do it for more asthetic reasons, but the structural point was a good one

I would use a pretty heavy peice of sheet metal if I were going to do it, something along the lines of 1/8"-1/4" thick and make sure it was really well reinforced. I may just do this myself since I've got the car gutted at the moment.
