Title issues

My girlfriend bought a car and the title history of said car is in poor shape. It's an Illinois title (car purchased in Wisconsin). The title was issued to the owner in 04, we'll call her Kellie. Kellie sold the car to a Marisell in 07.

A dealer (Monoco) purchased the car a few months later (according to the dealer section on the back of the title).

Just below (second reassignment dealer section) a Heidi states that she purchased the car from the dealer (Monaco) (no date stated).

My girlfriend tells me that the DMV gave her a hard time with this and wouldn't explain the necessary steps to register the car.

Mind you, the title that we now have states that the car is still registered to Kellie.

I want to go ahead and scratch the names and just write my name as the buyer, but I imagine that's frowned upon and will cause even more problems. We've tried to contact all the names on the title, but had no luck.

Any ideas?
