The Federal Clean Air Act prohibits any change to a 1990 or later which increases the emission of pollutants and a larger displacement engine does this at idle and cruise.

However since States are the usual enforcement agency, a newer larger engine with more modern cats et al might actually TEST BETTER than an old high mileage engine?

Any motor swap is possible with enough money. The old RE4R03A transmission will not bolt to new engine without adapters being designed and thus an engine and transmission will be required along with custom driveshaft and all harnesses plus a redesigned dash gauge assembly.

Multiply the $3,000 by 5-10 to get a nearly perfect mating of the 2 cars.
