timing issue on rb20

so i did the timing belt on the car, when puttin it back together i lined all the marks up.now im trying to start it and its not doing anything.i have the cas so that the bolts are in the middle of each slotted hole.i have spark and fuel and compression.while trying to start it my friend turns the cas completely counter clockwise and it sounds more like it is going to start then when the cas is lined up with the bolts in the middle of the slotted holes on the cas.i was having previous issues with the timing and i had bent a valve,before i had figured out that a valve was bent carl h was tuning it with a chip in the ecu.idk if the timing is off in the chip bc of the crazy afr's i was giving carl h or if i need to adjust something with the belt or the cam gears.please help im very close to starting it after a long down time of rebuilding the car.thx in advance to who eva can help!

Did you make sure the fuel lines were on the right way?

im pretty sure they are on right the gauge shows tht i have 40psi when i turn the key on.bc i had them a different way before and the gauge read liek 80psi.

yea sorry should had been a lil more specific.i have the line from the fuel filter going to the bottom line where you can see the fpr,of on the fuel rail.i have fuel going to it ,bc when i was checking for spark the plugs were wet with fuel.
