Timing issue number 398,716,869,571 (or so it would seem)

Alright, sorry to bring another timing problem to the table but i wouldn't do it unless i really needed some Nissan genius to help, so lets just get right into what the cars doin as of now: She starts, idles at about 800rpm and revs up to 15-1600rpm.I've had a few ol' timer mechanics tell me i need to go about a process to set the timing (i.e. unplugging a vacuum hose to set the timing then plugging it back in). Unfortunately, the ka24de doesn't have a vacuum timing advance just your modern plug n play distributor. Ready for comments and feedback. the sooner the better.

And please don't direct me to another timing chain rattle or "just set the engine at tcd and set the distributor at slightly before 1" thread. I've seen em all at this point

What is the problem?

Not completely sure on what i would have to do to set the timing on my newly built ka24de to stop it from doing this idle junk, i read a chilton which says to disconnect the tps sensor then turn the car on and adjust timing. Though i'd bring this one to techs to help me.
