timing help

my car has a rough idle, some smoke, no power, and if i rev it in neutral it hesitates around 2000rpm.

i just did a dohc swap into my '89. i set the distributor but it doesnt want to line up. i can only get it right before the timing marks or right after. is my chain off? the guy told me it was running fine, did i get a lemon?

this was a bad mass air flow sensor. MAF sensor. the part right after the air filter.
