Timing Chain Issues

Please somebody shed some light for me on this, im stumped and havent been able to find anything. I just got finished doing a full reassembly of my S14 SR. (HG, gt3071, 550cc's, z32 MAF, etc.) I got a local shop here to do this which by the way has done plenty of work for me and I trust him completely. When I got the car back and on the dyno, it was considerably under powered, by 30-50whp at that. I took it back, he told me when he counted the rollers in between the cam gears there were 21 on top, like the intake side was advanced. My timing chain has no colored links on it whatsoever so he decided to put it back to stock specs of 20 rollers just incase 21 was a mistake. My car was running fine with the 21 rollers before, and now I made a whole 15whp gain with a lot of work, and need help. I'm thinking to return the rollers back to 21 to maybe advance my timing? Has anybody ever heard anything like this? Thanks!

20 rollers between the dots on the cam sprokets.

FWIW: Get your car properly timed as well....
