where is the best place to buy these parts for 1991 KA24E? Anyone make better ones than stock?

Prob not. IMO, OEM should be used on some, if not MOST, of the parts we replaced. They were designed to the specs of the car. Timing Chain is one of them, again, in my opinion.

It seems like I read somewhere they switched from a plastic tensioner to a metal one in 95/96 maybe? If so, do those parts fit the older SOHC engines?

Yes, they do retrofit. they should have been there from day one.
