Cant seem to put my timing chain cover back on need help.

Are you trying to get it on with the head on? Did you have the block decked and not have the cover machined to match?

Yea the head is still on. I believe the block has been decked but im not sure. Can I put on by removing my upper oil pan?

Your best bet is to remove the upper oil pan and the head to prevent future oil leaks. The problem is getting the top right corner bolt on, and the Cover's upper 10MM or 12MM skinny bolts that bolt on from the head on top. Yeah I been there a few times PITA.

Thanks for the info, but I think im just going to have to take it to a shop.
