Timing Belt Tension?

So according to the FSM, EM-EC 10, the timing belt tensioner must be allowed to rotate through 2 revolutions of the motor, then the tension must be set. There seems to be a pretty large variance from where the tensioner naturally tensions the belt, and what I assume would be called preload on belt (making it very tight) Where exaclty is the point that the belt is the right tension? I cannot find any info on this. Thanks again guys.

I remember being very confused about this as well and the FSM isn't very clear. I don't know that this is the safest way to do it, but what I did was to turn the motor by hand 2/3 times. Then I just tightened down the bolts on the tensioner. When I started the motor it was evident that this wasn't enough tension because the belt was flapping a lot. (Here is the dangerous part) So I loosened up the bolt, and stuck an allen wrench in the tensioner and applied pressure until the belt quit flapping. I'm sure this isn't the right way, and is very dangerous, and I'll say right now I'm not liable for any damages you might sustain when doing this. But it worked for me, just be careful.
