Throttle Stuck at 1500

Ok so i rebuilt my engine and transmission. Trany i had professionaly done but anyway so i get all my new parts in there and now after 2000 miles on the engine i got some serious rattle... thinking the top timing chain is loose.... but im also sitting at about 1500 rmp..... it drops if im driving and i push the clutch in but goes right back to 1500 any ideas?
