throttle response

Alright, I just got a dohc swap in my s13 and its slow as balls. There is no acceleration what so ever (my sohc that had a blown headgasket was way faster) so anyways, i was looking to see what could be wrong and i noticed that the throttle cable going to the cruise control module wasn't hooked up so i hooked that back on but that cable and the other throttle cable that goes to the gas pedal are criss crossing, is that how it should be or should they not be criss crossing. after hooking that up criss crossing its still slow as balls, no difference...anyone have any ideas????? Thanks!

No criss cross. Clean intake. Unsure buddy

hooking that cable that goes to the cruise control module have any affect on my acceleration will it???
