Throttle Position Sensor

Does anyone know how to check the throttle position sensor on a 94 nissan Altima automatic 2.4 . I have 12 volts on the signal wire but I do not have the 5 volt reference voltage from the ECM as stated should be at the harness connector.. I dont know does the connector have to be hooked up to a good working TPS and then the 5 volt reference will be released from the ECM? I dont know. Does the 5 volt reference suppose to be there at the connector as soon as the key is turned on, but not started? Please advise thanks Randall
