If 15 grand is your limit, then you can build a really nice S14 if you spend your money wisely. Buying a car that was actually imported to the states is a better idea, all of the little things you didn't think about will become a problem when parts start breaking. I didn't take that part into consideration as much as I should have so I'm just hoping certain parts that are hard to find won't break while I don't have a spare car around.
High miles doensn't really matter when you are buying high performance cars. Personally, I think you are best off finding a car with a clean body and blown engine or really dogged out engine. Those cars can usually be had really cheap and the owners are selling them because they think it would be too expensive to repair. Doing a swap in a 240 is basically the same thing, swapping out a basically dead motor for something better. A MKIII Supra, MR-2, RX-7 (FC or FD if you're lucky), maybe a Starion, are about your only other choices. You seem like you don't want an older car, so the Starion is probably out, as well as the AE86. You could always get a Miata and turbo it.
