There are other pictures on there with him holding what looks like a Golden Eagle chick. I've just done some reading and found out that the Bald Eagle was taken off of the endangered species list in 2007 so the fine for capturing one is now $500 and/or a maximum of 6 months in jail.

So I guess it's not as bad as I originally thought.

The only way to posses birds of that nature (hawks, owls, bald eagles, etc..) is to be a licensed falconeer. The rules are different state to state, but even if you are a master falconeer, I don't believe that you are legally aloud to capture them still. If the man that caught the bird isn't licensed he needs to be reprimanded.

What a beautiful bird.
Maybe he does rehabilitation? There's two not-for-profit rescue/release places in my state.
It's great these birds along with others are making a comeback.

I think some people are jumping to conclusions here. Maybe it's just me, but that bird doesn't look "captured".

But seriously, the "captured" condition doesn't really apply to this bird if we going by the picture posted by the OP. Despite the bird looking fantastically pissed off; it doesn't seem as if it is any harm what-so-ever. And maybe this guy is a professional that deals with animals of this nature. Maybe he is a "falconeer" as someone put it?
