I would definitely be leary if a guy didnt want me test-driving a car I was thinking of buying. If you are sold on the car though, at least do a good inspection beforehand. Bounce the front and rear end to make sure the shocks arent worn. It should only bounce once maybe twice and be still. Check all the body panels to see if paint is all the same and make sure the panels are all lined up right. (i.e. check the gaps between panels to see that they are all uniform and not too wide or narrow, indicating bad bodywork). Obviously check all the buttons and switches inside the cabin. Look for rust or mud where it shouldnt be while you're there. I've seen a lot of flood-salvaged cars lately. Finally, just to re-iterate, I would extra careful since this guy won't let you drive his car. He doesn't even have like a parking lot nearby or something? Anyway, just be careful and good luck. I seen too many people get burned.
