The turbos not boosting?

My boys freshly swapped sr20 is not boosting the way it should. I know everythings right, its a clean swap. It starts right up everytime, idles great and runs great until you try to go fast. Then it just feels weak, like the turbo just not boosting.

So we bought a boost gauge for it and sure enough, its only boosting at barely 4 psi. Is the turbo bad in it maybe? It has to be some part thats not working the way it should. We took the car to a place that does sr20 swaps and they looked over it, said we did a really good job and couldnt tell us why it felt so weak. They said the fact that we used the stock downpipe off the front clip could've been the reason, so now have 3 inch piping from the turbo elbow back and it runs the exact same, does anybody have any ideas what might me wrong or what might be bad on the car?

The way my boys car is now, my car would kill it. We hooked the boost gauge up in my car and Im pushing 9 pounds of boost? The stock boost on the car is 7 right? The only thing Ive done to my car so far is intake, exhaust and a 300zx fuel filter. Why would my boost be up at 9, is it normal for it to automaticaly go up a little by itself?

depending on how you route the wastegate actuator, you can alter the WG up to 9. Mine was tapped right off one of the FPR lines, and it boosted to 9.

As far as your boy's car is concerned, I would blame his stock actuator. It sounds like it's not working properly and opening too soon. I had turned my HKS unit down a few weeks ago below it's lowest setting, and it took for ever to reach 7 psi that way.

is the actuator have to do with fuel pressure? like FPR? cause i need one?

the actuator reads manifold pressure like the FPR, but the FPR is on a seperate hose
