When the car is on a flat road and at a complete stop, there is a "tick" noise coming from the front brakes when I release my foot.

If the car is stopped uphill, there is no noise when I release my foot.

It is the "shorter" version of the groaning noise you hear when you partially release the brake and the car slowly moves.

The car has 13.000 km's on it and on February, I will take the car for oil change and ask for a Brake service. They will clean and lubricate the brake pads. Do you think I should go early? Is it an early sign of a brake failure?

Is the noise coming from inside or outside if inside then that would be the brake light switch.
If outside
See if this happens in park
go to your brake rotors and caliper and visibly check for any abnormal marks or wear on the rotors and caliper.

A short click or tick noise may occur when you release the brakes. This occurs when the rotor breaks free from the surface of the brake pad as you release the pedal. This is normal. If you are at all concerned, have the dealer look at it.

BTW, at 13,000km the brake pads are still fairly new. Even if you were hard on your brakes. it would take at least 50,000km to wear them completely out!

I have that noise too, and I agree with Philipa_240sx that it's a normal friction noise between pad and rotor. If you get them to service your brake calipers, they should also de-glaze the rotors which will eliminate the noise. After I had them perform this service my brakes were perfectly quiet, but about 1.5 years later my brakes are very noisy again, but I don't feel it's a problem.
