Romney says it's not that similar because he's Republican and the Obama stamp on him is death, especially if he tries to run in 2012.
It's very similar - if you don't buy health insurance, you pay a premium in state income taxes (when I could no longer live on my parents' health insurance plan shortly after college, I got a letter from the Commonwealth of Massachusetts saying that if I don't buy health insurance, I owed them $432). The State arranges for a series of discounted health insurance policies for those who can't afford to buy a plan otherwise, too. These are all central to the new health care law.
Romney built his plan off of the '94 Republican proposal, which is also very similar to what was passed.
