The Engine is HOT but slightly warm air comes out heater?

I have a '94 vert SE. I have a heater problem. My heater is not blowing very hot at all when the engine is hot and running. I know the heater core is good and the coolant was just changed today. The upper and lower radiator hoses are very hot, and the water in the radiator is very hot coming out the Pet c*** so that means the Thermostate is open and working. The water pump is good because I can see the water flowing fast in the radiator when I'm looking into the spout and reving the engine + their is no water leaking from the weep hole on bottom of water pump (sign of a bad seal in water the pump)

Do you think I may have the heater valve not working properly? If so, where the heck is the heater valve? And, is it repairable or do I have to replace it?

I could really use some suggestions, thanks.

how is the interior heater fan?

It's working fine, just blowing very slightly warm
