Paper check

Last 2 Digits of SSN Check Will Be Sent By 00-09 -May 9 10-18 -May 16 19-25 -May 23 26-38 -May 30 39-51 -June 6 52-63 -June 13 64-75 -June 20 76-87 -June 27 88-99 -July 4

That's the problem. No one has enough confidence in the economy to spend the money. the irony, it burns.
