What OHMS setting do I set my VOM to when checking the resistance of the TPS. I had it on the lowest setting and would not get anything but when I set moved it up two positions and started opening the throttle, I didn't get any readings until I had it open half way and once it was fully open, it went back to 0. I also decided to drive my car with the TPS unplugged to see if I noticed a change but did not.

Look at the FSM!!!!!! at idle it is supposed to be at .7k ohms, or 700 OHMS! So you'll want to put it on the 20k scale!!!!!!!!!!!!!!

Ok. I measured the volts at the connector and A is .010 volts, C is .013v and B is 11.84v. As far as the color of the wires. I had to cut the boot off that covered them and did not find a white wire. I found a green, black with white tracer, and a red. When I measured the resistance of the TPS, I didn't get anything until half way and then at the halfway point it went from 0.0 to 0.00 which seems to be a short. I set the meter to 20k ohms as mentioned.

You did the test wrong. You tested the CLOSED/OPEN THROTTLE SWITCH not the THROTTLE POSITION SENSOR.

Notice the roundish connector coming out of the TPS.. please look at all FSM diagrams before cutting things!
