Testing Igniter Chip

Can anyone tell me how to test the igniter chip on rb25 series I?

I've consulted the r33 service manual, but the readings are so vague and contradictory. Says something like "pin 1-3: infiniti ohm or +/- 0 ohm" or something like that....

I checked with my multimeter and got for the first test pin 1-3 200ohm.

for 2-3 I also got 200ohm. The service manual also says to test "1-3" then "2-3" then "1-3" again but with contradictory results.
