pull the whole rail up and lay it so you can see them when you cycle the key from off to on. they should all squirt for a breif second then shut off. if they do that then they are functioning.

Is it possible for injectors to not work properly at idle, but work fine under throttle?

If I want to check fuel pressure, should I check it between the FPR and fuel filter?

the FPR should not be between the rail and the the fule filter. the FPR should be on the return line side of the rail. but you do take the reading between the fuel filter and the rail. you can do a leak down with it installed. hook it up and turn the key on then shut the key off. the fuel pressure should hold and not drop off to 0. It may drop off a little thats ok but if it just drop s mback down to zero somethings leaking. not nessesarily the injectors could be pump or FPR. you need to pinch off the return or the supplie line ,one at a time till you figure out where the loss is. if you get to the point it still losses pressure when you pinch both the return and the supply off . your leak is in your rail.

Sometimes my car idles fine, than sometimes it surges and stumbles really bad...

then i would say its probably not your injectors. sounds more like a control problem rather then an actuator failure. try wiggling the harness along the valve cover while its idleing see if it effects the idle.
