Testing ECUs?

Need a bit of help. I've got a 96 S14 with a S13 redtop swap (fresh built motor). The car is no longer getting spark at the plugs (has a new CAS, and the ignitor ohmed out OK). Went to look at the ECU and the previous owner put it in the kick panel without the metal covers on it, so there was basically a bare circuit board down near a bunch of good grounds, LOL.

I tried seeing if the ECU will go into diagnostic mode by turning the potentiometer, but the red LED just comes on and stays on (no flashing at all) and will not reset. There is no check engine light on the dash, but I assume that it disappeared when they did the harness.

Any one see anything similar or guide me to a thread for testing these ECUs?

Damn I wish I had a spare!
