All cars have a "downpipe".

That's between the manifold and the cat.

Do you mean test pipe?

MI doesn't have any emissions testing, but test pipes are a federal emissions law. If you don't get caught, no one cars. I have never had a cat on my KA-t and I have stillen test pipes on my VQ swap.

I live in GR and never really hear of anyone having problems with the cops. I hang out with a group of V8 muscle car guys and a lot of them run open headers and don't get a second look from a cop.

Build all of my own. I have built many high horse power cars in the 11-12 second range that are still street friendly.

Yeah. I have lived in MI since I got my license. Every car I had, the cat ended up going bad so I cut it off and have not once had a problem with it. If you are super paranoid, throw a straight through resonator on there in place of it. So if they get down to look, they see something. I have been pulled over for loud exhaust though.

Having a catalytic converter is a federal law, but you cannot get into trouble here in michigan for not meeting some other states emissions laws. A shop cannot remove any emissions related equipment. You can do it yourself though. If you remove all of your emissions components and then take it to an exhaust shop they do not have to re-install the equipment. None of my cars have any form of emissions on them.

If a police officer would like to get out an inspection mirror and check any of my cars, they have full right to look. When my ride height is less than 2" from the ground, they probably will not look.

Wrong, you can get fined and your vehicle can be towed.

That's a fine right there. According to mi.gov the bumper must be above 5" and below 22".

Look for used Jim Wolf stuff. You can get a set of 650 turbos and downpipes for $1000 and a ECU for $500.
