hey im sorry i know im gonna sound stupid but im only a sophmore in high school what does "sleeving the block" mean?

It means that you have a shop bore out your block to accept their iron sleeves. Sleeves are basically the cylinder walls except they are seperate from the block and they press them in.

I'll look for a better explanation for you, it's a really good idea if you're looking to turbo a non-factory-turboed car.

Yeah it's a really simple and smart idea...especially if you plan to turbo a Honda. I believe the hatchback turquoise Civic in this months SCC in the "vote for the ultimate street car" section is running 30+ psi on a Golden Eagle sleeved B18C1 motor. So they're good quality.
