tension rod question

So I went to get my car aligned and they refused to align it due to the passenger side had a washer tab welded to the outside section of the bracket. So I took it home and pulled things apart and realized that the bushings really needed replacing, and I also noticed that why it had the washer welded to the bracket is someone elongated the whole so he can move the caster forward and keep it there. The original bolt fits in there just fine without slop up and down, but it almost seems he did this so he could have an adjustable tension rod without doing it properly. This is only on the passenger side and the driver side has no weird things done to it.

Why would someone only do this to one side? No the car is not lowered, springs are not sagging and nothing is bent or out of place. The bushings on that side is a little more worn than the driver side, but why go through all that work when just changing the bushing is safer let alone just as much work. Any thoughts.....

Well I was going to replace the bracket and get it aligned, but I have decided to keep the bracket in there just in case it had a reason. the extension of the hole really looked like it was done b someone who knows what he was doing. Its not like its going to fall out if it comes loose, it will just slide forward or back maybe a half an inch. This car has been in an accident before, maybe enough to have bent the unibody, and this ma have been a way to compensate for the bend, as it was no much. I don't really know, wish I did. When I got it, I did see it was in an accident but didnt realize how bad it was, maybe why I go it so cheap, When I did take it to a body shop, the even said it wasn't that bad, but couldn' really tell unless they put it on their machine. Oh well, its sill a fun car, and handles very nicely, still feels very solid.
