Tein comes with installation manual, but it doesn't mention anything about preloading the springs. Can I just put on the coilovers with the recommended measurements given in the manual for the coilovers? The Shocks have been set to the standard rate tein recommended.

i would think that setting it up how the instructions suggest, would be a good idea.

The manual has no info about adjusting the Upper Spring Perch, what does it do and is it anything important or can I leave it as it is? Just curious.

The upper spring perch is for pre-load adjustment, and no you dont have to run any pre load on them. You can leave them how they are. Install them at recomended height and adjust from there.
