TEIN HE Help needed

Okay so I'm in the middle of installing my HE's on my S13. Well Im sorta confused. I see that there are three perches, two that lock together and go under the spring, and then one that is on top of the lower mounting collar on the coilover. From what I can tell both can adjust heigth, but which are you suppose to use?

Basically if anyone who has any experience with these if you could just help me out with how to adjut safely and properly, and wether or not you are suppose to keep a certain amount of space between the lower perch and upper (spring)perch?? Thanks, Jason.
