Technical Plenum Question

After looking at a picture it appears that between the upper and lower plenum, in the center of the intake are 6 bosses with bolts accessible from the top of the plenum.

What is the purpose of this?

I am about to install a 5/16 spacer and was thinking about cutting out the bosses and plugging off the bolt holes, for better air flow and internal volume.

It is an aid in helping to stabilize the top of the plenum. maybe not necessary, but if the aftermarket spacer manufacturers didn't eliminate them, I would guess them to serve a purpose.
