Sup guys and gals! long time..

Anyhow- I just completed my first gaming PC build, and I'm having problems with screen tearing... On games that the system is more than capable of handling (The Secret World, and The Witcher Enhanced Edition, both on Max settings)
In my rig:
CPU: AMD FX-8350
GPU: Radeon R9 280x
Monitor: ViewSonic VX2452 24" (using DVI connection currently @ 60Hz 1920x1080)

My understanding is that tearing occurs when your GPU is rendering screens faster than the monitor can display. My attempted fixes are as follows:
Tried turning on (equivalent of) V-sync and triple buffering in AMD Catalyst Control Center
Tried capping the frames-per-second to 60 with MSI Afterburner, and even tried capping it lower than that.
Tried mixing and matching combinations of above mentioned with no luck.

The closest I got to a solution was turning Vertical Refresh ON, and not capping the FPS... but I was still getting significant tearing when panning the camera horizontally / there is fast-moving objects on the screen.

Any input or ideas would be appreciated! Hope everyone is well!

EDIT: Just a quick update.. I was just watching a youtube video, fullscreen... and I noticed horrible screen tearing there as well.. Damn it.

What's the refresh rate of your monitor? That's probably your real issue.

Most modern games will allow you select a refresh rate separately from enabling v-sync.

One possibility you could try, at least diagnostically, would be enabling V-sync and triple-buffering across the board through Catalyst. Particularly as you're experiencing this in a broad range of games, that may be a good first step.

I had the exact same issues on both my wife's and my PC. The onyl way to resolve it was to buy an NVidia card. I am not kidding. The software for the ATI cards is so god awful that my wife took her R7 260X out of her tower and is running her Intel on-board graphics with better results. The resolution is smaller and the quality is lower, but it is actually stable and the comp itself runs faster.

There has GOT to be some other solution besides ditching the ATI card altogether...
They wouldn't be a front-running contender against Nvidia otherwise.. (I would hope!!) and I know that the R9 series of cards is fantastic.
Anyone else have an idea?

I had the exact same problems you're having and I did everything down to replacing the card under warranty, and waiting for driver updates that promised to fix it. The only thing that got rid of it was swapping to a GTX 740Ti. I even had to reinstall my operating system because I couldn't get the remnants of Catalyst Control Center off my comp. CCC and Raptr is so insecure it's insane. That was what lead me to reinstalling my OS. Even after I uninstalled Raptr and CCC I was getting email notifications on how much I had gamed that week. It was still monitoring my processes and reporting to AMD. I was pissed. I will never use an ATI card again.

So you said Radeon R9 280x, but which card exactly? Are you using the stock cooler? How is the air flow in your case? It could easily be an over-heating issue.
Like you said you need V-sync ON.
What cable are you using? HDMI, DVI, VGA? Try and different cable.
It could just be a bad card as well.
Try latest beta drivers.

Thanks for the input fellas.

I uninstalled everything and started from scratch.. and RadeonPRO started to function as it should...

So I reinstalled everything and am managing games through ONLY RadeonPRO, and the tearing seems to be under control for the most part. I'm still getting some terrible tearing in Windows (Global setting isn't wanting to V-sync all the time) But I can live with that.

My next build will definitely be w/ an NVidia GPU. I like troubleshooting and figuring out tech problems, but not to the point of headache and wanting to headbutt my screen.
