Guys im setting tdc at the moment and can not get my car to crank

I pulled the distributor without markin anything, but I i am on my compression stroke ready to fire on number one and I am on the top second notch of main pulley.

From the direction the rotor spins, should that front tip be right about to touch, some pics I have seen look as though its dead center.
I do get close by turning distributor when starting , but can not so I adjust by a gear, and then have to start over

Been reading the how to stuff with good directions but its just not working

Was one thing to note ................ My car has 188,000. The distributor and cap had not wet oil but U know build up sludge from motor. though I believe it to be good still. no oil was in the cap.

Any advice would be appreciated
