In the rear paneling, there is a voltage regulator/sensor for the tail lights. It's the thing that tells the idiot light in the cluster to come on when it senses an open/changed voltage (i.e. bulb is out or not lighting properly) and also supplies power to the tail lights. It's in the rear paneling (I think towards the center on the drivers side) in the hatch. If that fails then you won't get power to the tails. It's either a light green or white block attached to the back under the paneling. That should fix it 99.9% of the time. If not, then something's messed up in the wiring.

Um, yeah... If you found a dead something back there, then it *might* have chewed through some wires... I'd look around in the immediate area for broken/ exposed wires shorting out against the chassis. That would be my immediate plan of action, THEN I would fork out the money for the new voltage regulator. Who knows, might be a $5 fix as opposed to a $75 fix.

Please follow the link in my signature to the Factory Service Manual, in the EL section you will find pages with locations of different electrical units, that should help you pinpoint the module.
