tail lights completely out

so i got pulled over and the cop said my headlight was out then he mentioned that both my tail lights were out, which was the first i had heard of it, so i go into my fuses and i find the taillight one and its blown...i change that and still nothing, all of my wiring to my tail lights are covered so i doesnt seem that the guy i bought my car from had tampered with them, any body got any idea i gotta get my car to the court on friday and andits not looking too good.

id also like to mention that this car was the worse thing i have ever bought in my entire life

also my brake lights still work its just the actual lights that shoould always be running
