tail light problem??

my tail lights only work when i put my turn signal on or apply my breaks. when my headlights are on, my tailights dont work, but my turn signals and brake lights do. i can't seem to find any fuses to solve this problem. however, i did find the tail light relay on the passenger side tail light.
