tail light not working correctly

here's the problem.

its a 2002 sentra, the driver side taillight turns on fine when the brake pedal is pressed and the parking/head lights are off, but when the head/parking lights are on then driver side taillight turns off, doesn't work, essentially the high beam tail light, doesnt work.

anybody knows what could be wrong? i checked all the fuses and they're fine, also checked/replaced the brake bulbs, my guess is bad wiring.
