tachometer problem in 1995 240 sx se

Hi All.I have a strange problem with my tachometer in 1995 240 sx se. Sometimes it stuck in 1000 rpm regarding actual engine speed. However, when engine is off it comes back to 0. And it newer go above 5000 rpm even if actual rpm is higher.My car has no modifications of any kind.Thanks for help.

most likely bad tach head.

So the only way is to replace the tach?
