I want to spin my center section on the turbo so the oil return is vertical and also point my compressor outlet in the right direction, anyone know the torque specs connecting the center section on a garrett t3/t4 to the compressor and turbine side, thanks.

Its very simple...tighten it down until it doesn't spin. If you feel the threads starting to slip, dont do the next one as tight :) Seriously though...you dont need torque specs, you should be able to feel when its right.
