DP and elbows are the same from what I've been told. The oil/water lines have bolt on kits to convert the t25's oil and water to fit the t28. What I have heard is that some of the pipes at the front end of the turbo need fab'ing. Anyone confirm this?

I used my stock water and oil lines and greddy o2 housing (elbow) which is bolt on (you can use the stock one if you want, but why would you). You can even use the stock inlet and oil return fitings with a little modification.

Oil return fitting just took some reaming to slot the bolt holes: $3 for a reaming bit for hand drill

Cutting and re-welding turbo inlet so it has the right angle: $0, dremel + welded by a freind.

2 inch longer oil return hose: $0 Scavanged from used heater hoses.

will the heater hose dissolve from the oil? or am I thinking about what gas does to rubber?

I am pretty sure you are thinking of the special fuel lines.

correct, oil is not caustic to rubber, rubber goes bad by itself :D
