t25 turbo help

I was missing bolts #13 (from the pic above), I found a replacement hoping this will keep the cold side of the turbo from spinning. The clip is well in place. but im still able to move it....help

the housing itself? not like the turbine spinning. but thanks.

I put everything back right so, im just going to install it like that

The housing is not supposed to spin, so I wouldn't install it like that

the only two things that i can think of that are holding it in place are those two bolts and the clip. i took apart again, and still the sameim clueless right now
