550cc injectors, an adjustable fpr, a 255lph fuel pump (if you don't already have one), and a tune of some sort. If I was doing this, I would get some 256/264 or 264/264 cams as well...

Depends what kind. If he gets a simple street cam, no not at all. (HKS Step 1s for example.) But if he gets an aggressive setup like the HKS Step 3s, then yeah he should definitely upgrade the springs and retainers. Honestly, I recommend a spring upgrade as one of the first upgrades in the head. Soft springs are a huge reason for valve float, so stiffer springs are always a good idea.

I honestly wouldn't take it over 12-14, and that could be pushing it. Most people don't try to find out the max of their injectors. You could always invest in an AEM Wideband ( enjukuracing.com has an awesome price on them) and see how lean you get under boost. If you start getting lean, turn the boost down. As far as a tune, it depends what type of setup you want. If you have access to a dyno, an AEM EMS or an Apexi Power FC is the way to go. But if not, a simple rom tune from jimwolftechnology.com or enthalpy should be fine. A rom tune is where you ship them your ECU (and injectors if you want to have them flow tested so they can get a better tune) and tell them your setup. They will setup your rom tune, and put it on your ECU. You then, plug in your ecu and drive the car. BTW, while your at it with that list I supplied, add a Z32 MAF to that list. I'm not sure where the stock SR MAF maxes out, but I know it doesn't go far..
