swirl control valve

i need to find out what the symptoms are of a non working one. i noticed today when reving the engine that the valve does not move, i can move it with a screw driver. now at what rpm is it supposed to open?

im reving it in neutral, does it open under load?

if anyone can direct me to some detailed info i would appreciate it.
