is it true that if you swap to a rb engine it will not pass the emesion if so why?

It depends on your local legalities....

My emission test only requires a smog test. To pass on any 95 or older vehicle, all you need is a proper catalytic converter to pass the smog test. Any 96 or newer car, they just plug their computer up to the interior OBDII connector, and that is it.

Now, in Pennsylvania, California, etc, you will NOT pass. Reason being, they perform a full vehicle inspection, and with it not being the stock engine in the vehicle, you will fail. Now, if you know the right people, or offer the people "incentives" then yes, you can pass.
