I'd follow the standard steps for any engine not to start. I can't read the labels in that fuse box from the pic, but I'd guess the relay for the starter solenoid is engaging but for some reason, the solenoid is either not getting power or isn't working. I'd make sure the battery is sufficiently charged and start trying to trace the voltage from the battery to the solenoid and starter motor to see if something is not getting power when it should be. It could be the starter on the new engine needs to be replaced.
