Suspension won't pass inspection

My 1993 J-30 has failed inspection for excessive side to side variation , in the suspension components, the read-out suggest damper replacement. does this mean I need to replace the struts? I've already changed the tension rod bushings, I suspect that the only thing it could be at this point is the struts, I am looking for confirmation before I spend the money.

Yes, that would be struts. And I hope you have a deep pocket.
