Would I have to get new shocks if I got lowering springs that lowered my 2004 SE-R about 1.3 in?

What kind of springs are they?

If it's a cosmetic (read: lower spring rate) spring, you may be able to get by without new shocks (especially if this is an SE-R Spec V, seeing as it has slightly stronger shocks to start with). If it's a high rate spring, then no.

I'd say stock shocks will be fine...

Stock spring rates are 134F/212R, while those TEIN S-Techs are 151F/196R... IMO, that's a bit odd, to increase the rate of the fronts and decrease the rear. You'll probably get more understeer. If it's just a cosmetic thing though, not a bad buy, pretty similar to the Eibach Pro-Kits.
