Suspension Help Asap

Alrite today i was installing new springs that i got to lower my car and when i mounted the struts back on when i turn my wheel left it clucks, anyways i was lookin under and i noticed when my buddy turned the wheel some top part plate turns when the wheel turns, im thinking i either put it back wrong upsidedown, and also the car didnt lower lol.. are those metal plate bowlish looking thing supose to spin? also how long does it take for spring to settle thanks

also its only one side thats cluckin and isnt movin smoothly, which is the left side.. the one on the right turns smoothly, nd looks fine..
